The earlier Council decisions in the packet are scenario facts. They are separate from any recommendation I made in Episode A. If I supply an earlier conclusion, preserve it as my work and explain any change; do not rewrite it or invent my approval.

Recommend activate, stagger, adapt, delay, or stop R1. Produce a concise brief for the Readiness Forum, about one to two pages, that:
- Gives a direct recommendation with specific source locators for material claims.
- Distinguishes investment authorization, sufficient analysis, and readiness to operate.
- Identifies material blockers and conditions, accountable owners, review or expiry, and action if unmet.
- Examines whether the proposed operating controls can actually be used within the stated scope.
- Compares a credible alternative and explains what evidence would change the recommendation.
- Identifies the forum's authority and the decisions it must escalate.

Preserve uncertainty and the scope of each source acceptance. Do not invent completed conditions, later results, waivers, or a release approval.

Finish by identifying the conclusion most vulnerable to challenge and the evidence that could change it. I will review the draft. Keep my review separate from the fictional forum's decision. A reviewed brief and a short correction note are sufficient; no JSON export or complete architecture model is required.
