What choice is needed? Who can make it, and by when?

## Evidence and uncertainty
What do you know? Cite sources and dates. Separate observations, assumptions,
proposals, and unresolved definitions. Use only evidence available at the decision.

## Recommendation and conditions
What is the smallest useful next commitment? What conditions must hold?

## Credible alternative and next check
What other response deserves consideration? Which uncertain fact would change
your recommendation, and what proportionate check could resolve it?

## Review and stop condition
Who reviews the recommendation? What would reopen it? When is the analysis enough?
